The new government initiative forms part of the Italian "Relaunch Decree". It offers a 110% tax deduction on expenses incurred between 1 July 2020 and 31 December 2021 to improve a building's performance in at least two energy classes or, where that is not possible, to carry out an improvement in the higher energy class.
An Energy Performance Certificate (APE), outlining the building operations and improvements, must be obtained both before and after the work takes place.
TAX DEDUCTION AND OFFSET
After paying for the work, the taxpayer can benefit directly from a tax deduction in the form of five equal annual instalments
DISCOUNT ON THE INVOICE
The taxpayer can opt to receive his contribution in the form of a discount on the invoice, up to the level of the sum due. The supplier advances the costs and the customer has no cash payments.
CREDIT TRANSFER WITH NON-RECOURSE GUARANTEE
The taxpayer can opt for the equivalent sum to be paid in the form of a tax credit, to pass on to other persons, banks, or financial intermediaries. In this case, there is no initial cash outlay but the tax credit is transferred to another authorised person. The use of the non-recourse guarantee ensures the correct nature of the supply chain.
